Governance & methodology
What ACCESS is — and what it isn't
ACCESS is a meeting place: a registry and relationship platform run by Barbosa Consulting alongside CV-BIX. We are not an official government designation, a licensed broker or an investment adviser, and we never hold or move funds. What we do is help good projects and serious people find each other.
What “verified” really means
When we mark something verified, it means a named reviewer — independent of the organization — looked at specific evidence on a specific date, within a stated scope such as identity, registration or authority to represent. It never means an investment is safe or guaranteed. Reviewers can never review their own organizations, and every check expires.
Readiness is not verification
Every opportunity shows a transparent checklist of what's complete and what's missing. A full checklist helps reviewers move faster — but it never earns a badge on its own.
Who sees what
Public summaries are separate from private evidence. The pilot's access model is being extended with person- and document-specific permission, a stated purpose, an expiry and revocation. A paid plan, project-room invitation or institutional title is not blanket permission to see identity evidence, CVs, financial files or contacts.
An auditable record, in progress
We are building an auditable record of stage changes, decisions and supporting evidence — the date, the person and the reasoning behind each step.
How we count outcomes
A meeting, an expression of interest, a commitment and a completed transaction are four different things — and we count them separately. Projected, self-reported and independently verified figures are always labelled as such.
Demo records stay demo
Records marked DEMO are fictional and exist to show you around the platform. They are never presented as real traction.
Different decisions, different meanings
Qualified describes fit for a role and its applicable eligibility. Vetted describes specific evidence checked with scope, date, reviewer and gaps. Ready describes capacity and timing for a particular next step and expires. Membership buys published workflow entitlements — never a positive finding or unrestricted access.
Counting with care
Targets, self-reports, submitted evidence and verified results remain separate. Missing values are unknown, not zero. Commitments and deployed capital, registrations and operating businesses, accepted places and completed placements, pledged and received support are distinct. Comparable observations use a period, cohort, method and deduplication key; corrections keep a history.
Privacy and responsible reporting
Public impact includes only approved, verified, consented aggregates, with small-group suppression and attribution limits. It never exposes supporting private files. Retention rules, specialist screening, placement terms and independent financial assurance require appropriate legal or commissioned review; they are not implied by a dashboard.
Local approval stays local
Community support cannot replace permitting, procurement, environmental or mitigation obligations. ACCESS and CV-BIX aim to make preparation and follow-through clearer; formal approval and any fast-track designation remain with competent authorities. Zoho sync is not claimed until authorized configuration and testing are complete.
